Juan Cruz noted that the October midterm elections strengthened Milei’s political mandate and improved the government’s negotiating position, while underscoring that the administration still lacks a congressional majority and must rely on negotiations with governors and allied blocs to advance key reforms.
He highlighted labor market modernization as the initiative facing the greatest political resistance, given its impact on powerful stakeholders such as labor unions. He also addressed proposed changes to glacier protection rules, which would grant provinces greater authority over protected areas and could enable expanded mining and hydrocarbon development, while likely drawing opposition from environmental groups.
