Cefeidas Group’s Managing Director, Juan Cruz Díaz, was quoted by the Financial Times in an article examining President Javier Milei’s proposal to reform Argentina’s budget framework by introducing a mechanism similar to U.S. government shutdowns.
The proposal would replace the current system—where the previous year’s budget remains in force if Congress fails to approve a new one—with a framework under which government spending would cease once the approved budget is exhausted, unless a new budget is passed.
Commenting on the initiative, Juan Cruz Díaz highlighted its potential institutional implications:
“Instead of requiring the government to negotiate congressional support for the budget, legislators would face a binary choice: approve the proposal or trigger a shutdown.”
The proposal would significantly reshape the dynamics between the Executive Branch and Congress by altering the incentives surrounding budget negotiations. Although the administration does not hold a congressional majority, the initiative reflects its broader effort to institutionalize fiscal discipline and redefine Argentina’s budgetary process.
